What is a Road Asset Management System (RAMS), and why does it matter?
A Road Asset Management System (RAMS) is the software that holds a road network's inventory, condition and traffic data and turns it into a maintenance plan and a budget you can defend. Roads are usually a country's most valuable asset, yet maintenance funding is scarce, data collection is messy and older systems are hard to use, so many networks are managed by guesswork. A web-based RAMS lets you start preventive or predictive maintenance planning straight away, benchmark against other road agencies, and give funders the evidence they ask for. SirWay's RAMS is web-native: nothing to install, no server to buy, unlimited users.
How do we start with road asset management?Clients
Start with what you have. A road inventory (what you own, where it is, what it is made of) and a first condition survey are enough to build a maintenance plan you can defend. Most of our clients begin with a scoping visit, a pilot on part of the network, and a cloud RAMS that the whole team can use from day one. How do we get a Road Asset Management System (RAMS) or a Bridge Management System (BMS)?Clients
Ask us for a live demonstration. The system is web-native, so there is no server to buy and no software to install: we set up your instance, load whatever data you already have, and train your team. From there you can add condition surveys, mobile data collection and maintenance planning as you go.
What data has to be collected, and how accurate does it need to be?Clients
The essentials are the road inventory, a condition measure such as roughness or a visual index, traffic, and for bridges an inventory and inspection record. Accuracy should match the decision: network-level planning tolerates coarser, more frequent data, while project design needs measured surveys. We combine tablet inspections, vehicle-mounted cameras with AI condition detection, crowd-sourced data and instrumented surveys depending on what the decision needs and what the budget allows.
What does it cost, and how do projects like this get funded?Clients
We do not charge per seat. A cloud RAMS has an annual licence, plus hosting if we host it for you, and both depend on the length of the road network rather than on how many people use the system. Data collection and studies are priced per project. Most of our work is funded through development-bank loans and grants (Asian Development Bank, World Bank, EBRD, AIIB, CDB), EU programmes or national budgets, and we help clients write the terms of reference and business case that unlock that funding.
Where do you operate?
Wherever the roads are. We have delivered in more than 30 countries across Europe, Africa, Asia, the Caribbean, South America and the Pacific, with offices in Finland, Saint Lucia, Papua New Guinea, Tanzania and Uzbekistan. Remote work, local partners and mobile data collection let us run projects anywhere.

Yes, and this is how many of our projects start. We join tenders as a joint-venture partner, a consortium member or a specialist subcontractor, bringing the asset management system, the data collection and the modelling while you bring the local presence or the wider engineering scope. What can SirWay provide for a bid, and how early?Partners
Expert CVs, project references with client contacts, methodology text for the asset management and data collection parts, a costed scope for our contribution, and a partnership letter or consortium agreement. Tell us the submission deadline when you send the terms of reference and we will work back from it.
Who owns the data, and can we take it with us?Clients
You do. Everything collected or loaded into the system belongs to the client, and it can be exported at any time in standard formats — spreadsheets, GIS layers and the underlying database — so there is no lock-in.
Does it integrate with HDM-4, GIS and the systems we already have?Clients
Yes. The Road Asset Management System has integrated GIS, exchanges data with HDM-4 and pavement management systems, and imports whatever inventory and condition data you already hold. In Angola, for example, the RMS was integrated with the Pavement Management System, HDM-4 and GIS during implementation.
Can you run socio-economic surveys in remote areas with no connectivity?
Yes. Our tablet-based survey tool works offline: enumerators collect interviews in the field, the app validates answers as they are entered, and everything syncs to the cloud when a connection is available. Reports update automatically, so the office team can follow a survey in Papua New Guinea or Mozambique as it happens.
Do you provide training and capacity building?
Always. A system nobody uses is the most common way asset management fails, so every implementation includes hands-on training, documented processes and follow-up support. We also deliver stand-alone capacity-building programmes for road agencies and ministries, from inspector training to management-level asset management planning.
Do you organise study tours?
Yes. We arrange visits to technology and service providers and to road infrastructure owners, and combine them where useful with training in data collection and RAMS use, or with wider capacity building for working in road asset management.
